American lawmakers are working through the weekend for the initial time since the federal closure began over a month ago, but hopes for a bipartisan agreement on how to end the standoff appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Growing Impact of Government Shutdown
The effect on Americans from the lengthiest closure of the federal government in history worsened on Saturday, as government employees went unpaid, airlines were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As weekend session got under way, GOP senators embraced a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators welcomed the plan, which is similar to a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the consumer," one senator said.
Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator posted in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Response
Democratic lawmakers expressed concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'concept of a plan' for health care is another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another lawmaker reacted to the censure of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are overcharging Americans. Seriously? In that case I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a solution, but Senate Republican leaders have signaled an openness to an emerging plan from a handful of centrist lawmakers to end the shutdown in exchange for a future vote on the ACA payments.
One Democratic senator, who is leading the talks among centrists, said that Democrats "need another path forward" after Republicans turned down an offer to restart the government and extend the subsidies for a year.
Another senior Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before discussing the long-term of the tax credits.
"Inaction is irresponsible because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a Senate address. "That is what will happen if this Congress does nothing."
Partisan Situation
None of the Republican senators seemed to grapple with the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the support of eight Democrats to reopen the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a single Democratic vote.
Several observers suggested that the essence of such a plan would eliminate the ACA's requirement that carriers cover patients with existing health issues.
After his golf outing, Trump returned to his residence and reiterated on his demand that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the proposal that failed to garner enough support in 2017.
