The Collapse of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from different nations. Immense energy is expended on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a ability enabled by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats streaked across the sky – modern combat jets supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: multiple launches targeted at a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and additional electricity failures.

Continuous Dangers

Soon after, a large-caliber weapon fired at a drone somewhere nearby, part of a defensive team – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, damage and heating outages in many homes as a result of the nocturnal offensive. As customarily, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on international aid – a dependence that European nations are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, debate and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new initiative from American administration adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, persist.

Strategic Calculations

It is easy to blame particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a principle well known to seasoned negotiators: you cannot win at the negotiating table what you have failed to defend militarily. The US administration believes that it is unrealistic to compel Moscow to abandon the territory that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the current condition will not shift further in its favour in the coming year.

Divergent Views

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its favour.

Current Realities

Objectively, there are no real preconditions for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their task will now be considerably more difficult after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
